Executive Associate Dean for Clinical Affairs

Dr. Rawle A. "Tony" Seupaul

Rawle A. “Tony” Seupaul, M.D., FACEP

Dr. Tony Seupaul leads clinical initiatives on behalf of the College of Medicine in partnership with UAMS clinical service lines and UAMS Health leadership as executive associate dean for clinical affairs in the UAMS College of Medicine since July 2022. 

Dr. Seupaul has held numerous clinical and academic leadership posts at UAMS since his recruitment to UAMS in 2013 as professor and chair of the Department of Emergency Medicine, which he continues to lead. These include director of the Emergency Medicine Service Line from 2015-2019 and Chief of Staff and Chair of the Hospital Medical Board from 2018-2019. As UAMS Chief Clinical Officer from 2019-2022, he oversaw numerous quality improvement initiatives and worked with other institutional leaders to navigate the COVID-19 pandemic.

Among many honors, Dr. Seupaul has served as the inaugural holder of the Stanley E. Reed Endowed Professorship for Emergency Medicine, Trauma and Injury Prevention since 2017.

Dr. Seupaul graduated Alpha Omega Alpha (AOA) from the Honors in Medical Education Program at Northwestern University in Chicago in 1997. He completed his residency in emergency medicine at Carolinas Medical Center in Charlotte, North Carolina, where he also served as chief resident. Dr. Seupaul served on the faculty at the Indiana University School of Medicine in Indianapolis for 13 years prior to his recruitment to UAMS.

Dr. Seupaul is nationally recognized for his expertise in evidence-based medicine (EBM) education and the application of science to health care. At Indiana University, Dr. Seupaul served as the statewide course director for EBM and biostatistics for a decade. He also was the emergency medicine track faculty director for the McMaster University Evidence Based Medicine course in Hamilton, Ontario, and was on the EBM teaching faculty for the New York Academy of Medicine and Oxford University in Oxford, England. He is a past chair of the EBM interest group for the Society for Academic Emergency Medicine (SAEM).

Dr. Seupaul is an elected member of the Board of Directors of the Association of Academic Chairs for Emergency Medicine (AACEM). He is a Fellow of the American Board of Emergency Medicine (ABEM), for which he also serves as a senior oral board examiner.
