Dr. Foster joined the Little Rock faculty in 2025, coming to us from the UAMS Northeast Regional Campus. He serves as the Medical Director of Population Health for the Primary Care and Population Health Service line, Director of the DFPM Office of Digital Health, and as an ambulatory physician builder in clinical informatics. His professional interests include process improvement, health equity, and quality improvement. His awards and honors include the 2025 Chair’s Award for Recognition of Excellence in Clinical Innovation, a Digital Health Fellowship from Doximity, an Emerging Leaders Fellowship from the Society of Teachers of Family Medicine, and acceptance to the Implementation Sciences Scholars Program from the UAMS Translational Research Institute. Dr. Foster also was chosen to serve as a member of the Technical Expert Panel for the Centers for Medicare and Medicaid Services Electronic Clinical Quality Measure Development and Maintenance for Eligible Clinicians project.

Dr. Booker is a graduate from UAMS College of Medicine in 2024 after receiving her undergraduate degree from University of Arkansas at Monticello. She is from Monticello, Arkansas and is looking forward to practicing medicine in her home of South Arkansas. She enjoys all things outdoors, especially fishing and hunting with family and friends and raising her chickens.
